Three Ways Public Safety MDT Systems Fall Short in Supporting Field Operations

When departments look to update their mobile data terminal (MDT) software, there are many options on the market from which to choose. However, not all public safety MDT solutions have the same capabilities to support field operations. As you research options, it’s important to consider the most critical information required during response. 

  • Where is the incident located? 
  • How do we get there? 
  • What kind of incident are we responding to? 

Different solution providers handle these key pieces of data in various ways. When choosing the right one for your department, make sure you avoid the three common shortcomings listed below. 

No Custom Mapping Layers

Most field operations platforms offer built-in maps that help responders arrive quickly to the incident and get a big-picture view of the incident ground. For example, some MDTs have integrated Automatic Vehicle Locating (AVL) systems that support unit routing, recommendations for optimizing resources and geolocation updates. However, vendors do not always provide sufficient mapping capabilities. Some applications may only have mapping technology from Google or Bing available. While these maps are still better than nothing, they only show a rudimentary view of the incident and how to best get there.

Public maps may not include critical information such as: 

  • Turn restrictions 
  • Physical barriers or gates 
  • One-way streets 
  • Restricted access routes 
  • Road heights or terrain changes 

Additionally, streets may be missing, and addresses or directions may not be accurate.  

For complete situational awareness, you need additional custom mapping layers from other vendors to supplement publicly available maps. Some CAD systems already have these solutions integrated, such as Versaterm CAD and Eagleview. These custom overlays and integrations provide critical information about resources at the scene like hydrants or other responding teams, and show important details, such as structure scale, topography or sightlines.  The information is readily available in one place. 

When this data isn’t accessible, informed decisions are difficult to make. Guesswork and incomplete knowledge lead to unsafe situations for both responders and the community. 

Mobile Data Terminal Solutions that Require an Active Internet Connection

Some forms of mobile data terminal software require internet connectivity to function. For emergency responders to conduct information checks, identify water sources and communicate with command and other responding units, they need an internet connection. This might seem basic on the surface, but poses significant challenges when out on the field. Recent natural disasters including hurricanes and wildfires have shown that cellular and internet connections are not always reliable. The infrastructure can be damaged, or the volume of communications can max out a system’s capacity.

Agencies should have an MDT solution that offers offline capabilities for field operations, and platforms should be able to maintain as much functionality as possible when connectivity is limited or unavailable. This includes the ability to: 

  • Reference mission-critical information 
  • Update case notes 
  • Capture evidence 
  • Access any agency predefined procedure documents 

Having access to locally stored data can be the difference between an informed response or putting responders at risk. Additionally, this approach supports the continuity of operations for agencies. 

Lack of Integration

Integration is extremely important when purchasing an in-vehicle solution. Your mobile data terminal software should be installable on your existing hardware and integrate with a variety of other systems you use daily for field operations. For instance, if your department has tablets running a Microsoft operating system but your new software only runs on Android, you may run into issues. Worst case, you might have to purchase new hardware. 

In addition, today’s public safety agencies manage a lot of data. This data is collected, stored and shared among various systems. To promote safety and efficiency, response software should aggregate data from all relevant sources to help first responders manage information at the scene of an incident. For many public safety agencies, the ideal mobile data terminal software connects with CAD, RMS, incident command systems and other tools. If a solution does not offer these kinds of third-party integrations, it makes work more difficult for administrators as they manually re-enter and transfer important data.  

When these systems can seamlessly connect with one another, departments know that their information is always up-to-date and accurate. They can also use these systems to avoid redundant data entry and easily prevent mistakes from human error. Ideally, the MDT is simply a mobile extension of the agency’s CAD which reduces data sharing issues and makes it easier for responders to use the system in the field.

When buying software, many options seem to offer the same benefits. But while conducting your research, it should become clear that not all public safety MDT solutions are created equal.
